Gambling law in Virginia: what to know before you go

Virginia is one of the newest casino states: a 2020 law allowed one casino each in a short list of cities, subject to local referendums. Hard Rock opened in Bristol in 2022, Rivers in Portsmouth in 2023, Caesars in Danville in 2024, and a temporary Live! casino in Petersburg in January 2026, while a permanent casino in Norfolk is still under construction. Virginia casinos are all commercial and regulated by the Virginia Lottery. Separately, Rosie's and similar venues offer historical horse racing machines under the Virginia Racing Commission.

• Regulator: the Virginia Lottery Board regulates casino gaming, sports betting and the state lottery.
• Minimum age: 21 at all casinos.
• Casino types: commercial casinos in the cities approved by referendum - Bristol, Portsmouth, Danville and Petersburg are open, Norfolk is under construction.
• Historical horse racing venues such as Rosie's Gaming Emporium are regulated by the Virginia Racing Commission and are not casinos. Skill game machines are not legal - a 2026 bill to legalize them was vetoed.
• Sports betting is legal, both retail and online. Online casino games are not.

How to choose between Virginia casinos

Virginia is home to 9 casinos that we track and map, ranking it #27 of 45 states by casino count. They're spread across 8 cities and towns, including Bristol, Danville, Dumfries, Emporia, Lakeside, Petersburg, and more. This page brings every one of the casinos in Virginia into one place: a map of every location, plus an expandable listing for each venue with its address, published opening hours, phone number, one-tap driving directions and a link to the official site. Locations come from OpenStreetMap and are cross-checked, and we refresh the data weekly so the directory stays current as venues open, close or change their hours.

Casinos in Virginia range from large resort destinations to smaller local gaming venues. We have published opening hours for 4 of the 9 casinos, and an official-site link for 2 of them. The games on offer, opening hours and minimum ages are set at the state and venue level, so it's always worth confirming the details for any casino you plan to visit using the official-site link in its listing.

Before you visit any casino in Virginia, it's worth confirming a few things: the minimum age (21 in Virginia), what photo ID you'll need at the door, and the opening hours for the day you're going. Larger resort casinos often run 24/7 and add hotels, dining and entertainment, while smaller venues keep set hours and may focus on slots and electronic games. Setting a budget and a time limit before you go keeps the trip fun.
